The US Department of Health & Human Services (HHS) published the 2010 federal poverty guidelines on August 3, 2010 in the Federal Register. The federal poverty guidelines for 2010 are the same as the federal poverty guidelines for 2009. The reason that the 2010 federal poverty guidelines weren’t revised is because the annual average Consumer Price Index actually decreased from the previous year for the first time since the poverty guidelines were issued in 1965. According to the procedure for updating poverty guidelines, a decrease in the annual average Consumer Price Index would result in 2010 federal poverty guidelines that were lower than the 2009 federal poverty guidelines. Therefore, the procedure for updating poverty guidelines was changed, and the 2010 federal poverty guidelines remain the same as the 2009 federal poverty guidelines.

The American Community Survey (ACS) is an annual demographic survey of the United States. The ACS is sent to about 3 million US households each year. 3 million households is a statistically small number, so the Census Bureau has to combine ACS data for different years to generate demographic estimates (i.e. the estimates below use data from ACS 2006, ACS 2007 and ACS 2008).
By combining 3 years of ACS data, the Census Bureau is able to produce estimates for geographic areas with populations of 20,000 persons or more. As of today, ACS estimates for geographic areas with populations less than 20,000 persons do not exist. However, the ACS 5 year estimates will combine data for 5 years and will produce estimates for geographic areas with populations less than 20,000 persons or down to the Census block. The ACS 5 year estimates are scheduled to be released in December 2010.
