Executive Summary
This final environmental impact statement (FEIS) evaluates the environmental effects of constructing and operating a swimmer interdiction security system (SISS) at Naval Base Kitsap at Bangor (NBK–Bangor). It has been prepared by the United States Department of the Navy (Navy) in accordance with the requirements of the National Environmental Policy Act (NEPA) of 1969. Four action alternatives and the no-action alternative are evaluated. The action alternatives would consist of an SISS that would find, identify, and interdict waterborne intruders (swimmers or divers) for engagement by harbor security forces.
Alternative 1 (Marine Mammal Alternative), which is the Navy’s preferred alternative, would employ dolphins and sea lions as the SISS; Alternative 2 (Sea Lions Only Alternative) would employ sea lions as the SISS; Alternative 3 (Combat Swimmers Alternative) would employ combat swimmers as the SISS; and Alternative 4 (Remotely Operated Vehicle [ROV] Alternative) would employ ROVs as the SISS. The No-Action Alternative would result in no SISS at NBK–Bangor. The FEIS will be released for a 30-day wait period. Following the 30-day wait period, the Navy will prepare a Record of Decision that will formally document the selected alternative.
