  <summary>The Kentucky Transportation Cabinet (KYTC), in cooperation with the Federal Highway Administration (FHWA), proposes to address the transportation demands in the study area within Bowling Green and Warren County, Kentucky. This area is experiencing rapid growth and the current transportation network and facilities are not adequate to meet the travel demands.

On September 10, 2003, FHWA published a Notice of Intent (NOI) in the Federal Register, Volume 68 Number 175, advising the public that either an Environmental Impact Statement (EIS) or an Environmental Assessment would be prepared for the proposed highway project. FHWA and KYTC concurred in approving a Draft EIS in May 2007, which included the detailed evaluation of No-Build and build alternatives. The build alternatives include either 1) rebuilding the existing roads, or 2) providing a new connection with I-65 to other major roadways. The detailed study resulted in the identification of a preferred alternative&#8212;Alternative 6-Orange. A public hearing was held in the project area August 16, 2007, at which the evaluation process was described and the preferred alternative was identified.

This Final Environmental Impact Statement (FEIS) prepared by FHWA and KYTC consists of an updated version of the May 2007 DEIS. The FEIS confirms Alternative 6-Orange as the recommended preferred alternative. Changes to the DEIS are an outgrowth of the public involvement and agency coordination process that has been ongoing throughout this multi-year planning effort. For ease of reference, chapters having substantive changes since the DEIS begin with a summary of those changes.
